'Global Goalkeeper Award' received by Narendra Modi?

New York's program was also included in Indian Prime Minister Narendra Modi's visit to the US, where he was honored for his government's important project 'Swachh Bharat Abhiyan'. However, there was controversy over the celebrity program.
The controversy started with a tweet.
A Union minister in India tweeted on September 2 that the Bill & Melinda Gates Foundation would honor the Prime Minister for his Modi government's efforts to eradicate defecation in the open. Known as the Sanitation Campaign. Under this campaign, millions of toilets for the poor have been constructed to improve sanitation in the country.
Union minister in Modi government Dr. Jitendra Singh tweeted, "Another award, one more moment of pride for every Indians, Prime Minister Narendra Modi's hard work and progressive steps have made India a world-renowned. Narendra Modi will be awarded by Bill & Melinda Gates Foundation."
Thus the controversy started and articles were written in the newspapers to protest it.
At least three Nobel Prize winners opposed this. More than one million people have signed a petition protesting the award. Indian-origin British artists Jamila Jamil and Reese Ahmed have refused to be included in the program, though they have given no reason.
The question of raising the award to Modi has been raised because so far the Bill and Melinda Gates Foundation's 'goalkeeper' award has been given to political or social workers working at the grassroots level.

What did the Foundation say?

Bill Gates and Melinda Foundation have never officially said that Narendra Modi was given the 2019 Global Goalkeeper Award.
The award website says the names of this year's winners will be announced at the ceremony.
But when criticisms were started about this, he said that Narendra Modi was also among the recipients of the award.
However, Narendra Modi is not the first politician to be given this award. The award was given in 2017 to former Libyan President Ellen Johnson Sirleaf.
Defending his decision to honor Modi, the Foundation told the BBC that there was not enough focus on cleanliness and many governments were unwilling to speak on the matter. In this case the solution is not easy.
The Foundation said that before the 'Swachh Bharat Mission', more than 500 million people did not have toilets in India, and now most of them are lying in the air. There is still a long way to go, but the impact of sanitation campaigns is showing in India.
He said in a statement that 'Swachh Bharat Mission' could serve as an example for other countries around the world where cleanliness is needed for the poor.

How successful is the Clean India campaign?

The answer to this question depends on how the situation is evaluated.
Another problem found in this regard is that subsidy is paid in a separate part of the year to construct toilet from the government, so people have to wait for the toilet construction to be completed.
"Many people start the toilet work but cannot finish it," said Siraj Hirani of the Women's Housing Service Trust, a voluntary organization. Siraj has worked in rural and urban areas in the Swachh Bharat Swachh Bharat Mission.
He says that subsidy from the government is provided for toilets but not enough for sewer work.
The result is that people in rural areas make khalakuwa. Therefore, it is feared that water and soil will be contaminated in areas where the catchment area is high.
According to Hirani, open defecation has significantly reduced, but the question is how to maintain it.
He said that government figures show how many toilets were built, but how many toilets work and people's opinion does not show if there is any difference.
Hirani believes that the Clean India Mission is a great idea. Through her open defecation has come to the center of the debate and she deserves the Narendra Modi award but she fears this will be seen as a win.
They say that proving oneself is a good thing but you should improve yourself as you prove yourself.

Why was Modi given the award?

Open defecation is a major problem in India due to lack of adequate toilets. This raises a number of issues such as soil pollution, diseases, protection of women who are exposed to defecation in the open.
When Narendra Modi became the Prime Minister for the first time in 2014, he loudly announced a 'Swachh Bharat Abhiyan' to tackle the problem.
In the 2019 elections, Modi and BJP claimed the 'Swachh Bharat Abhiyan' was a great success, claiming that 90% of Indians now have access to toilets, compared to the earlier 40%.
The Bill & Melinda Gates Foundation, in a statement said that Narendra Modi was being honored as he saw India's progress in the field of cleanliness towards achieving UN development goals.

What do critics say?

Critics cite many shortcomings of the scheme, but its target is Prime Minister Narendra Modi.
There were communal riots in Gujarat in 2002 that killed over 1,200 people. Among the dead were a large number of Muslims.
Narendra Modi was the Chief Minister of Gujarat at that time. The US did not grant them visas for many years due to allegations of violence.
The Prime Minister is the face of polarization in India which is loved by many and he has also been accused of divisive statements and violence against minorities.
Critics have also criticized the government's recent actions in Kashmir.
The Indian government has imposed several sanctions on August 5, ending the special status of Kashmir.
Social and political analyst Shiv Viswanathan says that the award is being made at a time when the Kashmir issue is harassing not only Kashmiris but us.
Trauma clinics are very much needed in Kashmir. Will the Gates Foundation establish it in Kashmir in the name of rights and will the Modi government allow it?
Viswanathan said that it is difficult to overlook that the Modi government is advancing merit and falsehood by giving philanthropic honors like Bill Gates.
Vishwanath told that no one should remain in delusion. The Gates Foundation honors Modi and wants that his work in India be not interrupted.
Narendra Modi did not respond to such criticisms, but he thanked the Gates Foundation for the award by tweeting one.
